Challenge up procedure.

A parent who is seeking to challenge-up their player to the next higher league level must submit a request to challenge up in writing to the Chairperson of the league they wish to challenge up to BEFORE the tryout date.

CHALLENGING LEAGUE PLACEMENT 

1. (Ages 5-6) Challenging up to Mini League: 

(i) The player is in her last year of eligibility for the league; AND

(ii) Demonstrates the requisite basic skill set at the challenge-up evaluation, as the league director shall determine and decide.

2. (Ages 7-8) Challenging up to the Rookie League: A challenge up to a higher league will only be considered if the following minimum prerequisites are met:

(iii) The player is in her last year of eligibility for the league; OR

(iv) The player played on the Steal Breeze summer ball or fall ball team in the immediately preceding season (or an equivalent travel ball team, as the league director shall determine); AND

(v) Demonstrates the requisite basic skill set at the challenge-up evaluation, as the league director shall determine and decide.

3. (Ages 9-10) Challenging up to the Minor League: A challenge up to a higher league will only be considered if the following minimum prerequisites are met:

(i) The player is in her last year of eligibility for the league; OR

(ii) The player played on the Steal Breeze summer ball or fall ball team in the immediately preceding season (or an equivalent travel ball team, as the league director shall determine); and,

(iii) The player registers for, attends, and participates in the regularly scheduled player draft for the higher league, and receives a proficient enough rating to be drafted, as shall be determined and decided by the league director for the higher league

4. (Ages 11-12) Challenging up to the Major League: A challenge up to a higher league will only be considered if the following minimum prerequisites are met:

(i) The player is in her last year of eligibility for the league; OR

(ii) The player played on the Steal Breeze summer ball or fall ball team in the immediately preceding season (or an equivalent travel ball team, as the league director shall determine); and,

(iii) The player registers for, attends, and participates in the regularly scheduled player draft for the higher league, and receives a proficient enough rating to be drafted, as shall be determined and decided by the league director for the higher league.

(iv) The player played on the Steal Breeze summer ball or fall ball team in the immediately preceding season (or an equivalent travel ball team, as the league director shall determine).

In addition to the forgoing specific prerequisites enumerated for challenge-ups for each league, the following general criteria will apply in all circumstances in the interest of player safety, health, skill development and positive experience:

  1. No player may challenge up from her age appropriate league to a league beyond the next immediate higher league level (e.g. Mini to Rookie, Rookie to Minors, Minors to Majors).
  2. Placement of a challenge-up player in the next higher league is expressly conditioned upon that league having sufficient roster space for challenge-up players. Each league must give first priority to age appropriate players who have registered for the league in timely fashion. In the event there are not sufficient roster spaces available for all successful challenge-up players, the challenge-up players placing the highest in the draft or evaluation amongst all challenge-up players shall be assigned to the available roster spaces in order of ranking or evaluation, in descending order until all available spaces are filled.
  3. All players seeking to challenge-up to the next higher league must submit their request to do so in writing at the time their completed registration forms are submitted to their age appropriate league, not later than the last timely sign up date.
  4. Each league reserves the right to hold and conduct one or more separate skill evaluations for all players seeking to challenge-up into the league regardless of whether or not the league conducts a draft for player placement, provided, however, that in any league that does not conduct a draft for player placement (e.g. the Rookie League) there shall be at least one mandatory skill evaluation session held and conducted for the players seeking to challenge-up into that league.
  5. All decisions by league directors with respect to challenge-up player evaluations, rankings or determinations of fitness of any challenge-up player into the higher league shall be final. All league directors reserve the right to refuse a challenge-up player’s admittance into the higher league in any situation where the league director determines that the challenge-up player would not be well served by playing in the higher league for any reason that might jeopardize the player’s health or safety, or the health and safety of other players, including, but not limited to the player’s physical size, emotional maturity, and/or inability to follow basic instructions.
